Contract Administrator, Principal, 09-195

Job Duties and Responsibilities
  • The position of Contract Administration, Principal, for our Efficient Energy Systems (EES) business will:
  • Share responsibility with the EES Program and Project Managers for proposing, negotiating and effectively administering US Government and commercial contracts for Production, Engineering, and Service projects and programs.
  • In conjunction with the EES Program Office and Engineering staff develop, execute, and maintain contract specifications, statements of work, and terms and conditions.
  • Effectively negotiate contract provisions including price and terms.  Monitors contracts for compliance with regulations (including Property Management, Security) as well as performance to ensure cost, technical and quality requirements are successfully met.
  • Organize and maintain Contract files and records in accordance with the Federal Acquisition Regulations and AV policies and procedures.
  • Participate with subcontracts and purchasing organizations to maintain effective subcontract policies and procedures, including the appropriate flow-down of prime contract requirements; directly perform subcontracting function as required.
  • Serve as an integral member of the overall Program team.  Develop solutions to complex problems which require the regular use of ingenuity and innovation. Ensure solutions are consistent with organization objectives and goals.
  • Serve as the focal point for all contractual communications and commitments.  Cooperate with Finance, Subcontracts, Legal, and other AV departments for resolution of disputes and problems with assigned contracts.
  • Monitor and manage contract change activity to ensure unauthorized work or scope creep is prevented.  Assist Program Management, Engineering, Export Administration, Security, Finance, Quality Assurance and other disciplines to eliminate or reduce performance risks.
  • Assist in the administration of proprietary information protection with nondisclosure agreements and trade secret policy and practice.

Required Qualifications and Background
  • Bachelor’s Degree (Business Administration, Finance, or Engineering) or equivalent experience is required. Related contracts/subcontracts coursework is preferred. NCMA or college level certifications preferred.
  • Eight years of directly related DoD subcontracts/contracts experience required
  • Some travel required
  • Solid working knowledge of procurement law, regulations, and legal concepts
  • Excellent interpersonal and communication skills (written, verbal, and presentation) required
  • Professional presence that will inspire confidence in customers and company staff
  • Passion for the work and an ability to keep it in perspective
  • Commitment to timely completion of tasks in an organized way, even under pressure
  • Strong computer skills including MS Office and Project Management tools
  • Must work with a minimum of supervision.
  • Applicant must have or be capable of obtaining a US Security Clearance.
