DDL Campaign/Capture Manager, 09-205

Job Duties and Responsibilities
- Responsible for winning major programs and successfully launching profitable solutions.
- Working with Unmanned Aircraft Systems (UAS) management, develops the Capture Plan and identifies the Capture Team and Proposal Team members.
- Responsible for adherence to capture progression and all Progress Review presentations upon taking over responsibility for the capture.
- Gathers competitive intelligence and conducts teaming gap analysis.
- Establishes the team, including subcontractors and other divisions, and completes teaming arrangements.
- Preparation of teaming agreements and official contacts with subcontractors and prime contractors is the responsibility of the Contracts and Subcontracts Departments. Develops win themes, win strategies, and value propositions.
- Performs price to win (PTW) analysis and establishes the PTW target.
- Leads development of the technical and management solutions
- Has overall responsibility for winning the opportunity in support of the UAS GM.
- Supports the proposal manager and Proposal Team, as required, including the first draft of the Executive Summary, contributing to proposal reviews, and providing overall guidance to the team.
- Responsible for documenting lessons learned during the capture process and providing these lessons learned to the proposal manager for archiving.
- Assists in the development of business cases to support the expenditure of IR&D, BD, or overhead dollars in support of new business activities to justify the cost of the expenditure and the ROI.
- Coordinates with division export manager/empowered official to ensure all anticipated technical solutions have been authorized for public release and, if required initiates the necessary licensing activities if not already performed by the BD lead or other UAS personnel.
- Coordinates with Corporate Legal and FCPA coordinator to ensure all activities related to anticipated pursuits, technical solutions, and marketing activities in his/her accounts are performed in accordance with FCPA requirements.
- Assists the in the development of white papers, overview briefings, and other tools to support new BD activities.
Required Qualifications and Background
Minimum Qualifications:
- Bachelor’s degree, with a minimum of 10 years experience in DOD programs and business development.
- Direct, relevant experience may be substituted for a degree.
- Must be able to work both independently and with a team.
- Excellent verbal and written communications are required.
- Must be able to interact professionally with customers, management, and co-workers.
- Possess good organizational skills and the ability to handle multiple tasks simultaneously. Competence in Microsoft PowerPoint, Excel, and Word.
- Ability to obtain and maintain a security clearance.
Preferred Qualifications:
- Strong technical understanding of military communications solutions and the telecommunications business.
- Have a strong understanding of technical, cost and risk implications of potential solutions and ability to incorporate these into captures.
- Experience working with account plans, capture plans, and competitive proposals.
- Have a strong understanding of technical, cost, risk and business implications of capture planning and execution.
- A thorough working understanding and experience with U.S. Government and the commercial communications industry.
- Experience in both domestic and international security domains a plus.
- Experience with data link development and marketing highly desirable.
- 10 + years experience with the telecommunications industry.
- Simi Valley, California is the primary location of the job, extensive travel is required.
